- Winter records of Swainson's Hawk are currently [as of date of 2nd IORC report] unknown from the state and would have to be thoroughly described to be accepted. Dark morph birds are not only more uncommon overall, but are also more difficult to identify. The description did not adequately differentiate the observed bird from the various dark morph Red-tailed and Rough-legged Hawks, and so was not accepted by the Committee.
